On windows, try:
1. Tools->Preferences
2. [If it opens to Advanced preferences, make sure "only show current" isn't checked]
3 Click "Video"
4. Look for "Snapshot" or "Video Snapshots"
5. Just below, look for the field "Video snapshot directory (or filename)" or "Directory"
6. In Windows, just put "." (without quotes) in this field.
This will allow you to save to the directory where the video has been opened from. This works for VLC 3.0.18/Win10 for sure.
What I did is put "$N-vlcsnap" in "Video snapshot file prefix" or "Prefix" right below, and Click check box for "Use sequential numbers..." or "Sequential Numbering" This names the screenshot as -vlcsnap#####.jpg in the directory that is playing from, and keeps the snapshots in close proximity to the video.

*I suggest you only have one VLC instance open (rather than trying to save snapshots from one video when another VLC instance is open in another directory. Also, may not work right saving from videos being played from playlist.
** if you try putting ".\vlcsnaps" in directory, it will not create a new subdirectory, but will save to the directory of the playing video using the filename "vlcsnaps" without extension. And so there will only be one screenshot in that directory, then last one saved. if you try forcing a directory creation by putting ".\vlcsnaps\" into the "directory" setting, it doesn't seem to save the screenshot at all.
